Hi, I’m Rafael E. Mendoza
25 years · Claims experience · English & Spanish
I started my career at a Fortune 100 company, where I explained coverage to members and worked through claim denials. That experience showed me how confusing insurance can be from the inside, and how much it matters to have someone who understands how the system really works.
For the past 25 years I have helped more than 15,000 clients with Medicare, individual and family health insurance, group benefits, life insurance, and retirement income planning. I compare the plans I offer against your doctors, prescriptions, and budget, explain the real trade-offs, and stay available after you enroll.
I’ve seen insurance from both sides: explaining coverage to members, and now helping clients choose it. That changes how I explain options and how I support people long-term.
What working with me looks like
- Honest explanations: I tell you the benefits and the drawbacks
- Patient conversations: we go at your pace
- Year-round support: you can call me after enrollment, not just during signing
- Bilingual help: English and Spanish, including family members
- Multi-state reach: licensed in 11 states, so I can often help family members in other locations too
Working with me costs you nothing. Licensed agents are paid by the insurance companies. Your premium is the same whether you enroll with me or on your own.
The people I help
Over 25 years I have worked with many kinds of families and businesses. These are the situations I see most often.
People turning 65 and people already on Medicare
I explain Parts A, B, C and D, compare the plans I offer against your doctors and prescriptions, and review your coverage every year, especially when a plan is ending or changing.
Turning 65 ›Individuals and families under 65
Self-employed, between jobs or covering a family. I explain premiums, deductibles and networks so you know what a plan will really cost.
Health insurance ›Small and mid-size businesses
Group health, life insurance and retirement income planning for you and your team, with one person to call all year.
Business benefits ›Veterans
Veterans who want to understand how their VA coverage and Medicare fit together.
Veterans page ›Spanish speaking families
Ofrezco ayuda en español, por teléfono o por video, para usted y su familia.
Medicare en español ›What happens when you reach out
There is no script and no pressure. This is how I work with every person who calls.
You call or choose a time
Call 904-583-8391, or pick a phone or video time that suits you. A first call is usually about 15 minutes, and it can run longer if you have questions.
I listen first
I ask about your doctors, your prescriptions, your budget and what matters to you. I do not recommend anything until I understand your situation.
We decide together
I explain your options in plain language, including the drawbacks, and you take as much time as you need. If you choose to enroll, I complete the application with you and stay available afterward.
Based in Jacksonville, serving clients in 11 states
My office is at 5011 Gate Parkway, Bldg 100, Suite 100, Jacksonville, FL 32256, and visits are by appointment. Most clients work with me by phone or video, which is why I can help families in Florida, Georgia and New York, including many on Staten Island, as well as in the other states where I am licensed.
Office hours are Monday to Friday, 8:30 AM to 5:00 PM Eastern.
Taking care of people, in and out of work
Honesty, patience and service guide how I work with clients, and they guide the rest of my life too. Outside the office, you’ll find me serving my local church as a greeter and helping at its food pantry. Taking care of people is what I do, in and out of work.
